(UTV|COLOMBO) A bomb blast tore through a crowd at a festival in the southern Philippines on Tuesday (Aug 28), killing one person and wounding dozens more in the second deadly attack in under a month in the region, authorities said.
The powerful bomb in the town of Isulan went off near a night market that was part of local celebrations, sending people running in terror.
